I think this could work in an island themed expansion where the season theme is upgrading your ship and crew. Pirates have some good lore and easy to design character skills. Rogues are bow so pirates could be a slower but more powerful attack musket.
Main Stat: Str and Dex. Pirates split their main stat in str and dex and gain 60% of the normal bonus to damage from each.
Cutlass - 1H Weapon. Fast attack.
Implicit - X% Lucky hit and X% Critical Strike Damage
Musket - 2H. Slow attack. Trigger 1s reload if you run out of resource.
Reset your evade when you reload this.
Implicit - Pierce 1 target
Blunderbuss - 2H. Very slow attack. Trigger 2s reload if you run out of resource.
Send out a AOE fire attack when you reload this.
Implicit - X% larger skill size
Repeater Flintlock - 1H. Very fast attack speed. Trigger 0.5s reload if you run out of resource.
Send out a small AOE fire attack when you reload this.
Implicit - X% Lucky hit and X% Critical strike chance
**Pirate Resource - Swagger **
Swagger does not replenish overtime. Lucky hits restore swagger.
Class Special (Like enchantment for mage): Swashbuckling.
Defeating elites fills the pirate swashbuckling meter and executing elites doubles this.
Filling the meter gives you a temporary bonus chosen at random. You can have all of these bonuses if you defeat elites fast enough. Completing an event immediately gives you 1 bonus for 90s and defeating a boss gives you one bonus for 300 seconds. Bonuses last 20 seconds.

Run and Gun: X% movement speed and X% faster reload speed
Yo Ho Ho and a Bottle of Rum: Health Globes turn to rum and restore resource as well as life.
Make Ye Walk da Plank: Crowd controls lasts X% longer
Class Design: Proc effects. The Pirate loves lucky hit and he has many skills, items, and such that use lucky hit to proc effects . For this reason the Pirate starts with a 25% bonus to lucky hit and his lucky hit bonus can reach a maximum of 250% instead of 200% bonus.
Class Gear: The Pirate can equip two 1H weapons, a 2H Ranged Weapon, and an Ammo Box.
Treasure Maps: Pirates always have a keep eye for treasure and they can equip up to 3 treasure maps that only drop for them to complete and earn items, gold, gems, ect.
The treasure maps slots are located to the right of the pirates boots in character doll.
The Krakens Sea Prize - Legendary Treasure Map. Complete a dungeon without taking damage to open a chest containing 3-6 unique items with 2 of them for other heroes and at least 1 cutlass.
Lost Musket of Fortune - Common Treasure Map. Defeat 200 enemies to open a chest containing 1 random musket. Roll your lucky hit chance to see if 2 muskets are in the box.
Reloading: Pirates have to reload if their resource reaches 0. This is just a animation and delays the pirate a brief period from using skills. Reload can only trigger once every 5 seconds.
Class Skills: Each pirate skill is tied to a weapon type for use and this determines the reload animation time triggered when that skill reduces your resource to 0.
Ammo Box: These modify the damage type of all your skills in the implicit. There are different versions for physical, fire, poison, and lightning. Legendary Ammo boxes have 4 affixes instead of 3 and uniques have 5 affixes instead of 4. Aspects on boxes are at 75% effectiveness.
