I just solo’d Fallen Temple and earned the Bane of the Fallen challenge. I tried to switch world tier but 4 is still locked. I would rather not have to run Fallen temple again, especially since there is no guarantee tier 4 will unlock.

You have to travel to the middle of Kyovashad and activate the statue
Completed Fallen Temple last night, got the achievement for it and tried activating the statue in Kyovashad and still WT4 remains locked. What the hell? (Pardon the pun)
Same here, soloed with my barb at 53 first and 54 then. WT4 still locked.
They are saying the requirements are now 40 for WT3, and 60 for WT4. Original post says 50 and 70, but the principle is the same.
My character is not new, but was created shortly after launch so that does not apply.
I’m in the same situation as OP - but I’m lvl 59 as you’re mentioning, and I just completed Fallen Temple on WT3, got the achievement, and cannot access Torment difficulty from menu, or statue in Kyovashad.
This is really frustrating, particularly because the specific requirements listed for unlocking Torment are to complete the Fallen Temple dungeon in WT3. No mention of level requirements.
It is actually 40 and 60, after people have tested it some more, and this requirement will be going away sometime in the future.
