Cannot interact with XP pools

Still cannot interact with ~80-90% of the xp pools I come across. I can see that they are full and should be clickable but clicking does nothing.

Cannot click on XP Well

I was in a NM dungeon and came across an XP well. I cannot click on it. I am level 60, in paragon… not sure if that has anything to do with it?
