My particular cause may not apply to everyone but I’ll just put this here in case it ends up being helpful.
Blurry low res texture issues would sometimes happen to me when using a EVGA Precision X1 (a gpu fan and OC tool). After a GPU driver update the software would sometimes change the power limit under the “target” section from 100 (default) to like 8, throttling my GPU, making textures blurry/fuzzy especially when my character is moving and there are still npc’s around me.
Again may not be the same problem for everyone, but if you use precision x1 or similar software then give it a check.
Hi. I am suffering from low res textures as well and its really getting on my nerves. At first I thought it just takes some time for the textures to load properly, but now I have played the game for quite some time on multiple characters and no texture ever adjusted afterwards. It always stays low res and looks like im playing Warcraft 3 again…
I also tried every standard solution:
reinstall / Update graphic drivers
reinstall game
tried with and without high res pack
tried every possible combination of ingame settings
deleting caches
closing programs like MSI Afterburner
Nothing helped.
System:
Ryzen 5800X
32GB RAM
RTX 4080
So my hardware, in regards of raw power, cannot be an issue (the game also runs totally smooth with mostly 130+ fps)
Since there have been no comparison screenshots in this thread, I uploaded two pictures. Sorry, I had to put spaces inbetween the link sections, since the forum did not allow to post them.

My character models are fine (mine, other players, NPCs and Mobs) and most of the time the ground textures are also sharp and detailed. But as you can see here (all settings max, 1440p):
the chest and wardrobe cabinet look like absolute s***, nearly no details, as if they were made out of Play-Doh
bedsheets are blurry
writing on the sheets of paper on the wall are a blurry mess
overall low details and mushy
The Xbox version my friend plays looks like I would have expected it to look… (looks a bit too crisp because of the photo he took with his phone).
Do all of you have the same kind of issues or does it look different for you?
Since I can barely find any threads regarding this problem, I’m afraid that Blizz will just ignore it, since it only applies to a few people…
I don’t know, if its a coincidence or if there really is some kind of connection, but I had some game crashes in the last couple of days and read through the error logs. Since the crash always mentioned an access violation, I gave all *.exe files in my D4 folder admin privileges. Had no further crash (for now) and what I noticed was a significant decrease of mushy textures. It’s still not fixed, but the game looks a lot better than before.
Maybe this was just a fluke, but perhaps there is some kind of connection between the admin rights and some kind of file management for temporary files, that store data about the loaded textures. I will explore this a bit further and see, if anything changes.
If it is any consolidation on these terrible unfinished texture pop-ins and mipmaps, there’s a way to minimize the effect at least.
Turn off DLSS - RTX - Frame generation and crank it all up to the max.
Sharpness at 15% or higher.
Put some ReShade into it to bring out the fidelity on those blurry melted ice creams.
The body meshes are a heap of unrecognizable dung and so are small textures like cups, ropes etc.
It makes me wonder how the hell a production quality assessment team is unable to patch this crap.
They are not fixing what should have been fixed a long time ago.
Instead they keep those blurry melted ice creams to solve performance issues most likely and is facing a huge LOD mipmap problem from what I am seeing.
Use Nvidia Inspector to crank up the texture fidelity:
