Exact same issue here. 
I had bought the pre order ultimate edition. It comes with the accelerated pass.
The game did not activate my accelerated pass so I was lead to believe I had to purchase the accelerated pass.
When I purchased the accelerated pass not knowing my ultimate edition already comes with the accelerated pass, I wasted platinum.
Not only I wasted platinum, but I didn’t get my 20 Skips
I asked blizzard support to help me with this concern and the GM dismissed me and said it’s nothing they can do.
So what do I do? Its really frustrating and I don’t think blizzard cares 
I’m thinking of just not playing Diablo 4 anymore.
Im wondering when they are going to fix this, its already like 4 days and some rewards are still buged.
I’m having the same issue. I can’t claim t89 helm and I have fully unlock the battle pass to t90 but was able to claim t90 just t89 is bugged
Same thing. Purchased the edition below Ultimate, no 20 tier skip and the cosmetics that i’ve unlocked don’t show up in the wardrobe
I’m also unable to collect one of the Platinum rewards (Tier 34) even though I’ve collected things before and after it at this point…
I cannot claim the tier 23 artisan boots.

Hotfix August 2nd has fixed the issue and I was able to claim Tier 23 reward

TLDR: Even game masters are aware of this problem and unable to do anything and want us to report everything in bug report forums that never seem to get a response from Blizzard.

Believe me, I’d like to help and if I had a way to act on the game, I would but putting the bugs in there is the best way to make developers aware of problems like this.
We have also received situations where it was just a visual bug and reloggin solved the situation but as you are saying you are level 74 it means you did that already and the problem is still there.
So please reprt the bug for now

I’m also having an issue unlocking the level 7 axe cosmetic, I’m playing on a rogue and am level 18 on the battle pass with the premium pass. Tried creating a druid and barb to unlock it but no luck so far
Same. I have unlocked through tier 76 but can’t claim tier 10 (Coldiron Hauberk).

I am also having problems claiming the tier 10 reward. I’ve been able to claim all of the other rewards up through tier 55, but 10 remains glitched for some reason.
Having the exact same problem with the tier 10 reward.
I can’t claim the tier 60 reward (Awoken Coldiron Greaves), but it is complete and I have claimed 61-65… I think this is a known issue that Blizz will fix ‘soon’ hehe … and the bnet launcher is down for PC this afternoon. yay.

can’t claim Level 19 reward from Battle Pass.
Same problem. Can’t claim level 31 bow transmog. I can just check how it looks or second button says to buy this tier, but its not even working. I’m right now on level 41 battlepass and all others was fine. Blizzard do something about it. I’ve bought all KFC transmogs, and I want them all from battlepass.

same here - i’ve finished battle pass but still can’t claim level 46 (platinum)
Got problem with battle pass rank 56 (60 platinum currency). Can`t claim it - clicking it and nothing happens.
