Same issue here, I went and can log in to battle net and accept the EULA on my account via the computer but not the app so it is looping even though I already did accept it on my account. I might try changing my pass on the pc and see if i can log in with a different updated pass. So I tried changing my pass and now it won’t log me in on the computer either but lets me type in the forums, interesting.
I fixed the issue for me.
Go to an incognito tab, visit a page of blizzard like diablo4.blizzard.com
and login, there I could accept EULA and after that login in Battle.net App worked again.

Not working… I just logged into Diablo IV and accepted the EULA, but still, after logging in to the battle.net app, the EULA message pops up. After accepting, it logs me out.
Cannot login to battle.net. Tried incognito mode, tried switching off shields/Brave, tried clearing login info. Nothing works. I have never used and hope I will never have to use an app from Blizzard to log in.
I have purchased the game on both PC and PS5, because I want to support the Diablo franchise. But at times it seems that Blizzard do whatever they can to hinder people from actually playing the games they have purchased. If not unable to get through a long queue to play, it’s this… This is, tbh, getting ridiculous.

fixed it by clearing log in information rebooted battle net, logged no problem
Did not work for me. I mean - I successfully accepted the terms and conditions and logged in in browser, but battle.net client still keep sending me through the same loop.
ShadowofNoob, what do you mean by clear? If I just delete my data in the fields and then reboot, still everything is the same, same loop

Did you try to close battle net app?
If that didn’t help you can close it again and try to click Diablo 4 directly, which opens a different prompt. If it also doesn’t work there, close and try to repeat to login via new incognito tab and see if you need to accept again. If not open battle net again and re-check
No info from a Blue on this issue? None of the suggestions presented here have worked for me (PC only).
It’s irritating, but at least there isn’t a monthly sub for the game.
Thanks to everyone who gave advice! The Incognito approach did not work for me, but clearing the login information did it! I just first did not understand how to do it. Actually need to go to settings and choose “clear login information” there. Then restarted the battle.net client and everything worked! Thanks once again!
