It is rare that Blizzard announces PTR start time. It tends to be in the afternoon Pacific time, but the actual hour varies.
Keep in mind that the PTR is a test environment and is shared globally, so it can be pretty unstable (test builds), and very crowded. Oh, and remember that if you copy your Live account data over, it replaces any data you have on the PTR, so be sure to do it before creating a Season character.

I live in the EET zone and the PTRs have typically started between 9PM to 12AM local time which is about 11AM to 2PM PST. I expect the start time to again fall to that range.
I live in Europe and dont know either when it will start. I’m waiting.

Personally, so it could be between 5 and 7 hours before PTR hits. I’ll probably take a power nap in a couple of hours so I can test stuff well into the night.
First thing, is I got find out what all the jargon on Nat’s really means, so I’ll probably be testing that in non-season and only when I’ve finished that am I going to make a season character once PTR hits.
For those who like to “watch the pot boil”, you can run the Battle․net App. Set it to D3 Public Test Realm and look under the Play button.
It should currently say: 2.7.4.83734
When it says: 2.7.5.XXXXX it will be Game On.
The patch can ususually be downloaded before the PTR opens for play, so keep that in mind.
