I completed the Sprinter conquest today under 1h several times, in multiplayer and solo.
However, the game does not acknowledge it.
I thought that the problem was the definition of “maximum level”, but I did it at Torment 16 and it still does not work.
I believe it might be a bug.
Could you please verify and let me know?

What, exactly, did you do to achieve the conquest? How did you time it? Do you have a video of your run?
Max level means level 70. It doesn’t refer to the difficulty level. You can do the conquest on Normal difficulty.
If you think you did it at T16, then you do not understand the conquest, because it is impossible at T16.
You have to complete the entire campaign (Acts 1-5) in under an hour. Not 1 act per hour. Not talking about bounties.
Let me see if I got this right: You created a game in Campaign Mode, on Torment 16 Difficulty, and completed the entire game from Act 1 through Act 5 in less than an hour?

Complete Acts I through V at max level in under 1 hour.
The timer starts as soon as you click Start Game. It ends when you kill Malthael in Act 5 and he completes his death animation.
No. I believe the problem is the phrase “…Acts I through V…”
That means: All five Acts.
It DOES NOT mean: Act 1 or Act 2 or Act 3 or Act 4 or Act 5.
That’s the rule used for speedrunning Diablo 3. For the Sprinter conquest, the in-game timer ends when Malthael starts dropping loot.

I just did ALL 5 acts with my Barb in 45 min on level 16 and it will not recognize it either. I do think it is a bug. First time had 5 mins to spare and didn’t recognize that so I did it again. You have to choose a game that has the arrows to the hard ones to find.
If you had bothered to read the posts above yours, you would have realized that the conquest is to complete the entire campaign in under an hour, not to complete a game of bounties.
Bounties are not a part of this conquest and it can not be completed in adventure mode.
This is not a bug.
Nobody in the world can complete Sprinter conquest at T16 from Act 1 to Act 5 in under 1 hour.
