I appreciate that you used street fighter as your example because I personally find fighting games to be a 50/50. Street fighter is definitely better on a controller but I prefer Tekken on m&k. It really just depends on how often you need to do quarter, half and full circle inputs. But arcade sticks/hitboxes are easily the best option no matter what game.
Your builds can work and you should have access to traditional D2 controls for PC.
Haven’t tried that on Diablo 3 because I usually use a controller and elective mode on Hardcore but not normal for Xbox One/Series X.
