I report for someone, which plays on a ps4.
It isn’t possible to swap gems in the stash to reorder them.
You have to place them on free slots.
I also was having this problem on pc.
Not just gems either, stash does not allow you to “swap” item spots inside the stash
Only in shared stash. The personnal stash is working fine
