Yeah, you are right. I think we really need another, offensively oriented legendary ring (not a set ring!!), which damage bonus is more static.
I even put this as one of the Main Things I would like to see in D3 in my Short Wishlist Thread.
imo they could turn Stone of Jordan into that ring, by increasing the Single Element] Damage Bonus from 15-20% to 35-40% and the Elite Damage from 25-30% to 30-35%, while also giving you the sum of all Single Elemental Damage increases as an increase to all damage.
Then it could at least somewhat compete with CoE, and might even make some LoD builds better.

COE is not generally used in Normal Rift speed builds unless you are playing a class/build combo that lacks strong ring options.
For speed GR builds, there us still value in burst damage. Generally, if you use Nemesis, you will have an elite pack on top of the pylon, which spawns a second. Nuking that in a quick window gets you to that magic 3-4 minutes.
Today I checked the top 50 ranks of the Season 22, EU, Live, solo Barbarian leaderboards. There’s a good amount of Istvan’s Paired Blades, but there’s also plenty of Bul-Kathos weapons in there and a healthy smattering of Oathkeeper + Echoing Fury / Burning Axe of Sankis / Azurewrath.
So, not only Istvan’s season.
Istavan’s is harder to get, you should be ashamed of yourself for not knowing that.

Anyway, you not knowing what the set’s called doesn’t alter the fact that at least half of the top 50 were not using them despite, according to you, being the only weapons Barbs would use this season.
That has bugger all to with anything. The top 50 players on the leaderboards all got there using meta groups and ancients are dropping like rain for them. If they’re using something else it’s because they want to. The rush to gear up is all but over it’s just refinement now.
Also who gives a flip about leaderboards at this point? Most people never get on them and play what they find entertaining. So unless you’ve got access to the metrics on Blizzard’s end your talking in a vacuum.
It makes no difference as you say, in speed runs monsters are melted in an instant if you are using COE or SOJ, it is irrelevant and this is a bad faith post.
