For the WD, what build(s) has the most kill on the move feel?
What I mean by that is how, for example, DH-GoD, Crus-AoV/Fists, Barb-Wastes/WW, Monk-PoJ/Tempest Rush all have have similar killing on the move feels.

Definitely Mundu Witch Doctor have that feeling. Replace your Soul Harvest with Horrify, toss Tiklandean Visage at the Cube and equip Rechel’s Ring. Have fun farming T16 while you zip through everything.
All you need is a build with Shukrani Mojo and Grave Injustice Passive with Severance Spirit Walk. I remember using a LoD or LoN Locust Swarm build using the Fire Locus Swarm with the Locust Swarm mojo and the Wormwood in cube and the Quetzacoatl helm and that can do t16 rifts in like 30 seconds but this was before Shukrani and relied on Grave Injustice
The fastest I can think of would be a hybrid build using Wormwood in cube, Mask of Jeram in cube, wearing Sacred Harvester and Shukrani Triumph, with Tasker and Theo gloves, and Quetzacoatle helm, and Grave Injustice passive, with Small Mans finger, Ring of Emptiness, and Convention of elements, with Locust Swarm Pestilence, Gargantuan Humongoid, with Burning Zombie dogs, you can also use Soul to Waste if you really want (though it should already be fast enough with Severance Shukrani Grave Injustice)

For farming at level 16, moving through bounties everything just disintegrates as you move through the landscape.
I used to love the chicken until they nerfed the set

Lazy and zips through content with all applied speed buffs like Boon, Harvest, Fierce Loyalty, etc
I wouldn’t bother with horrify like someone else suggested, yeah that’ll add speed, but in the title you said low click and adding horrify basically 10x’s how much you need to press abilities
Honestly Arachyr Manajuma Chicken WD would be the best low click speed farm build, but its been bugged since the rework and still cannot kill certain mobs properly which MASSIVELY slows it down whenever you encounter them
Which is a damn shame because if it wasn’t for that bugged mob type (which is very common in visions) chicken would be the fastest and most chill low APM WD build

But as of yet its still not fixed
TL;DR: the primordial scavengers (those guys that wear rock armour that breaks and then they run off and try to burrow) seem to be near immune to angry chicken damage, (and some other pets i forgot) a T16 normal primordial scavenger takes me longer to kill than any other mob even as an elite in GR110
I prefer have Shukrani cubed than Wormwood
That will be faster yeah, but slightly more clicks

So now onto the same question for a different class:
Does the Necro have a kill on the move build, or something that comes close to it?
I mean, of course. There’s the classic Inarius Briggs Bonestorm with Pain Enhancer and Toxin gem.
There’s Pestilence set which fires corpse lances with consumed corpses; those corpse lances kill enemies, which creates more corpses; corpses are infinite in land of the dead; land of the dead cooldown can be reduced significantly; you never have to stop moving
They must have at least one, but given that most of the damage dealer skills of Necromancer just pins them to a position, I wouldn’t dwell on this thought too much. There are “Lazy” Necromancer builds that use LoD setups with Aura of Frailty and Devouring Aura both, but I don’t remember what kind of build they were. I have read a few but links were gone. Try to do your own research on lazy builds of Necromancer as a keyword.
My pick would be Trag’Oul Set with Skeletal Mage- Life Support with Razeth’s shoulders and Devouring Aura while you have a Follower with Avarice Band; thanks to innate proficiency on Blood Rush, high mobility won’t feel too out of place. This should be similar to LoD lazy variant at least. As an alternative, I think Rathma Set can work with Tasker and Theo gloves to refresh AotD quicker as you run around with Blood Rush. On theory, Inarius with Aura of Frailty and Brigg’s ring should work the best but it has short distance and anything you cast pins you on the ground somewhat.
If you want to be really lazy you can just use LoD thorns necro with summons, aura of Frailty, stuart greave, run around and everything will just kill itself as they hit you or your summons, and you’ll be basically invincible
You have to get good ancient gear with no crit and no crit damage and thorns on secondary, though. Take a long time to gear but it is one of my favorite lazy necro
