I am having a promblem bug 24004, please help!

While attempting to join GRs in public tells me the error and I am not allowed to join GRs, please help me.

I am also getting the error and unable to join Public T16 games with any of my characters on NA server. The WinMTR file is above my paygrade but please fix.
