Yes, it’s part of the season bonus.
When was this added?
I am pretty sure it was not a part of the season bonus a few hours ago.
On a side note, Insufferable Miscreants are still not spawning in pairs, just like in Season 14.

Cydra’s message was posted at 14:00 hrs EDT… I noticed it some time this afternoon… a few hours ago (got 2 double goblin occurences in a row… and thought that was too much of a coincidence ) 
They should post news on their website. I had a video all ready to upload, thinking it was a bug.

Yeah - I agree… also, website news gets translated (well… most of the time)… in this case, I don’t think it’s gonna happen… so I’ve already posted something on the French forums.
Same. On PS4, it’s not being listed as a community event, which it was back in s16 or whenever we had double gobs…
