My game freezes for 10 seconds and when it happens, I am suddenly downloading at a rate of 13.9Mbps. I am not going to upgrade my download speed blizzard. Fix your game.
I am getting massive slow downs, never happened before.
Most likely following longstanding bug.
After upgrading to Windows 10 2004, games freeze for a few seconds and then continue many times in the different scenes. During freeze time, the mouse pointer can move around normally.
Checking the D3Debug.txt in the directory, the time of game freezing is matched to the time of the error of FMOD system.
Is there any ‘official’ solution for this issue?
The system information is following,
OS: Windows 10 2004 / 32GB RAM

Swap fmode.dll (no Sound)
Swap or delete msvcp140.dll and vcruntime140.dll
Run the game on only one CPU core

So here are my steps for the fmodex64.dll replacement (all on your own machine, with your own scripts):
Disabled automatic updates to D3 in bnet settings, download section.
Copied “C:\Program Files (x86)\Diablo III\x64\fmodex64.dll” to a different (user chosen) location. This location will store the old backup of fmodex64.dll and a copy from our other game (either Hearthstone or Starcraft2).

HowTo:
Start the launcher and let game actualize itself. Dont leave the game!
Switch to Windows Desktop, navigate to Diablo III/x64 path
Replace MSVCP140.DLL and vcruntime140.DLL (both are Visual Studio 2015) with the new
ones from Visual Studio 2019.
Now Start a game session.
No more freezes, no more Fmode 200ms error. !
