I am sorry Dolk, even if something is an actual Bug, Blizzard does not offer any in-game support for individual accounts. They won’t personally fix the item for you.
If you feel there is a bug related to the item, you can post about it on the Bug Report forum. If QA can reproduce it, and verify it, it may be fixed in a future patch.

I think I found an explanation for you. It is not exactly a bug…
There is a report from 2017 showing the Stormshield could roll with a range of 10-15% Life OR 14-18% life. Another player has an explanation that makes sense.

1xx_Life VI Secondary: 10-15%, Ring, Helm, ChestArmor, Belt, Offhand, ShouldersSee the problem there? Offhand = {Shield, Quiver, Mojo, etc.}, so shields can roll both.

I don’t think we had them. A Primal is not an item that is better than others, it is just a perfect version of an Ancient.
So, if your Stormshield rolled as an “Offhand” with the 10-15% range then it properly has the 15% Life as max.
If it had rolled as a Shield then it would have 14-18% with 18% as max.
So because Stormshield can roll as either Offhand or Shield, either range is possible.
The question is, does Blizzard intend for the item to roll in two categories.?

Why else have perfect things in the game, called Primals.
You said you are from the EU. I am not sure if my wording is confusing. Maybe I can further explain how the Stormshield can have two possible ranges for %Life, according the thread I linked you to.
Category 1: (14-18%Life) Shield or Amulet. A Primal would be 18%
Category 2: (10-15%Life) Ring, Helm, Chest Armor, Belt, Offhand, Shoulders. A Primal would be 15%
As the other player said, Stormshield can roll as EITHER a Shield OR an Offhand. Yours rolled as part of the Offhand category with a max of 15%.
I checked the Game Guide and Shields are considered Offhands there. Shields - Game Guide - Diablo III
There are quite a few threads stating you can get two ranges for Stormshield.

Anyway, what ever KingArthur and Meteorblade say. It is still a Terrifying bug.

Primal Ancient items were added in patch 2.5.0 (21 March 2017)
I thought I would add some data to this issue… a bad habit I picked up in my old job. I checked my non-season stashes; luckily I did have a primal Stormshield and, as expected, the stats are totally rotten… so I don’t mind sacrificing it to this cause.

As you can see, the shield has no %Life property… I thought this was a good omen, since it might allow us to see both the 15% and the 18% numbers.
I brought the shield to Myriam and, as noted by Meteorblade here, the %Life property said “+[15-18]% Life” which I thought was odd because all other properties only have one possible value.:

So, I decided to do some testing… to roll the “Regenerate 7185 Life per Second” field to see what I would (or could) get. After 10 rolls or so, I had gotten four “+18% Life” and zero “+15% Life”. This is one example:

OK, I thought… what happens if I select the +18% Life… can I get the +15% Life ? So I changed the “Regenerate…” to “+18% Life” and, within 2 or 3 rolls, I got:

So… at this time… it looks as if the “+[15-18]% Life” is not a range of possible values… but, rather, discrete options as to the value of the %Life property… as explained by Saxtris in Diablo 3 Forums. (%Life can take the value of 15 or 18).
Is this a bug ?? A good question… I have suggested to @Dolk that the topic should be moved to Bug Report.

All the other offhands, like quivers, phylacteries, orbs and so on, are on Kadala’s weapons tab. If shields are offhands too why are they on her armour tab?
I have no idea. This is one of the things we can explain, but I don’t know that it works as Blizz intended.
That’s also the case with Haedrig… the shields (both normal and crusader) are on the armor tab while the others are on the weapon tab.
