These are the current legendary items that I think should Emanate which grant mostly utility, life, experience, resource bonuses.

Golden Gorget Of Leoric - After earning massacure bonus skeltons are summoned for 10 seconds
Haunt Of vexo - Summons shadow clones when you stun enemies (change to s22 shadow clones for 60 seconds)
Hellfire Amulat - Gain xxx passive
Kymbo’s Gold - Picking up gold heals you
*Rakoff’s Glass of Life - Enemies have chance to drop health globes
*The Flavour Of Time - Pylon effects last twice as long
Ring
*Avarice Band - Pick up gold increase pickup radius
Broken Promises - After 5 consecutive non crit hits, 100% crit for 5 seconds
Hellfire Ring - 45% increased experience (instead of the currant reduced experience)
*Krede’s Flame - Taking fire damage increases resource
Leoric’s Signet - 30% increased experience (instead of the currant reduced experience)
Pandemonium Loop - Eniemies slain whike feared, explode fearing nearby enemies
Rechel/s Ring of Larceny - gain movement speed after fearing enemy
Ring of Royal Grandeur - Reduce set requirements by 1
Rogar’s Huge Stone - Increase life per second based on missing life

Cord of the Shema - Chance on hit to create energy shield that blinds and slows

Goldwrap - On gold pickup gain armour for 5 seconds
Insatiable Belt - Picking up health globes increase max life for 15 seconds
Sebor’s Nightmare - Haunt cast on nearby enemies when opening chest

Boots of Disregard - Gain life per second when standing still
Ice Climbers - Immunuty to freeze and immobillize effects
Illusionary Boots - Move unhindered through enemies
Irontoe Mudsputters - Gain movement speed based on missing life

Ancient Parthan Defenders - Each stunned enemy with 25 yards reduces damage taken
*Custerian Wristguards - Picking up gold grants experience
*Nemesis Bracers - Shines spawn enemy champion
Promise of glory - chance for nephlam glory globe when you blind an enemy
Reaper’s Wraps - Helth globes restore primary resource
Warzechian Armguards - Destroy object to gain speed

Chaingmail - After earnining massacre bonus heal to full life
*Goldskin - Chance for enemies to drop gold on hit
Gloves
*Gladiator Gauntlets - After massacre bonus gold rains from sky
*Gloves of Worship - Shrine effects last 10 minutes
St Archew’s Cage - Elite damage gives absorb shield for 10 seconds
Tasker and Theo - Increase attack speed of pets
Head
Blind Faith - Chance on hit to blind enemies
*Broken Crown - Drop addition gems
Pride’s Fall - resource costs reduced after not taking damage for 5 seconds
Pants
Depth Diggers - Primary skills deal increased damage
Shoulders
Corruption - Increases pickup radius
*Homing Pads - Town portal uninterruptable
*Spaulders of Zakara - Items indestructible
Shield
Lidless Wall - Increase resource
Stormsheild - Reduces damage from melee attacks
*Sage’s Journey (3-piece set bonus)
Belt, Boots, Gloves, Head
*Cain’s Destiny (3-piece set bonus)
Boots, Gloves, Head, Pants
There are some suggestions that could be controversial but feel the bonuses are situaltional and not guaranteed best in slot compared to other choices available , especially with rings and Sage/Cain’s set options. Then there is also other legendaries that are useful to equip on follower that do not emanate.
