There are lots of games with arenas. Diablo is not suited to arenas. The pvp designed for D4 fits in with the game. If they add arenas later it will most definately have no effect in game. They already said there will not be pvp gear specifically but there will be cosmetics from the Fields Of Hatred. These will only be obtainable by entering the zone.
