DH etherial ballista equipted with vengance with dawn in cube - uses etherial range not cubed item. Is this the intended or is it a bug?

If you have the same item equipped and in the Cube, the value of the equipped item is used.
This has been the case since the Cube was introduced.
This is not a bug.

Buriza-do kyanon with vengance cool down

If you have the same item / power equipped and in the Cube, the value on the equipped item is used, i.e. even if the Cube value was 65%, if the equipped one is 50%, you get 50%.

There is no bug.

There is however something called “priority”. If you have the same power from multiple sources, the one with the highest priority is always used. Normal equipped item has the highest priority. Next is ethereal. The cube has the lowest priority.

The implementation matches the design.
Not liking the design decision does not make the implementation bugged.
