Just throwing out a few ideas that are more universal or involve cold specifically. Numbers and durations (if mentioned) are examples of course and can be tuned.
Winter Flurry : Chilled or Frozen targets take 100% increased damage. Your chance to apply chill to targets is doubled. Duration of Chills and Freezes are doubled.
Cold damage from Wizard skills or items stack a debuff on the targets, making them increasingly vulnerable to damage from the Wizard. 5 stacks, 20% per stack, up to an additional 100%.
Winter Flurry : Dealing Cold damage from skills or items empowers the wizard, granting 200% increased damage for 7s, however, this power is fleeting. After 1s, the empowered bonus begins to lose potency by 25% per second, over 4s.
Notably, something involving elemental % damage might fit better on CoE / SoJ.
Winter Flurry : Grants all runes of Ice armor, regardless of if Ice armor is active or not. Enemies that strike the wizard or become chilled by Chilling Aura lose 20% of total health (limit 1 application per target).
Additionally, targets hit by cold damage skills become brittle, increasing the damage they receive from the Wizard by 100%, duration 5s.
