Choice of recipe for unsocketing: Keep the Hel recipe that discards the runes/jewels and keeps the items, but new recipe that has a chance (25% per?) to preserve the runes/jewels at the cost of breaking the item they were in (at least down to low quality, if not destroyed)

So the only way to make all other quality of items compete is to be able to transform them into rune words. I don’t think that players would love that idea of using rune words to make those qualities usable. Because you would still have a rune word in those slots.
We are talking about a very marginal quantity of Unique items that have enough sockets to have runewords
But also, this system remove the competition between runewords and Unique/rare/magic… it makes them complementary
It’s makes those items way more interesting since they now can be used, they aren’t in competition with an op runeword

What I’m tired of is people who obviously do not like D2R, constantly making new posts everyday about how the game should change into something it was never meant to be, instead of just picking a different game to play that is more about what they like. OP has made so many posts for changes at this point if he got his way the game would be nothing like current D2.
I really feel that some players should just learn the game a little more, try different builds, and you will see that almost all of the items are very useful in different situations and setups.

Diablo 1, 2, and 3 are all from the past, so by your example its not a current girlfriend but an old girlfriend who has moved on and is now with someone else. You want the new girlfriend (Diablo 4) which will have a lot of new things along with old things and changes to existing things. What you are trying to accomplish is getting that old girlfriend to change how she is because you want to date her again , but you fail to realize she has moved on and the guy she currently is dating loves her the way she is.
I agree that almost every unique item and most sets could use some minor tweaking to make them compete with other items.
- Little more hard to swallow for purists, Allow ruenwords to be made in all Item rarity but at a greatly reduced efficacy. White=100%,Magic= 70%, Rare =50%, unique/set= 30%(always rounding down). That way original runewords stay super strong, but runewords dont invalidate magic/rare/unique/set items anymore, ie: Make a Lore in your Alder helm, Make a Fury in your Eth Hone Sundan Yari, make a Leaf in a magic +3 tree+3skill staff
How exactly do you reduce the effectiveness of +1 Teleport by 70%, 50%, etc? How do you reduce the effectiveness of +All Skills? These are just a few examples of why this idea wouldn’t work. Also, only a few Unique and Set Items can have more than 1 socket.
However, I do think the Unique Ettin Axe called Rune Master should have allowed rune words to be made in it…
Again to make the other quality items usable they must be a rune word. Don’t you see how that goes against what we would want. Why change the name of an item to a rune word just to make it usable. That doesn’t make sense. There are no doubt better ways of making them usable without needing to turn them into the rune words that would help them to be usable. Besides what about using some rares and blues as bases for eth Zod items. I am sure that with the right jewels you might have a really powerful item.
But these suggestions are going further than that. You are wanting us to do the equivalent of dumping the GF we have in order to get a new one. You just cannot see what those changes would do.

No. It would not increase the odds of people using them. People who have the wealth to make Enigma wouldn’t be doing it for a 30% Enigma in Griswald Armor.

Rarely, because good ones are rarer than the rarest runes. Like, the best Lightning Sorc weapon in the game is a Powered [Orb] of the Magus with +3 Chain Lightning, +3 Lightning, and +3 Lightning Mastery with 2 Sockets and 2 Lightning Facets. Similar for a Trapsin, but because these things are rare, you will most likely never see a normal player using them.
And what Magic Armor would you make Enigma in? Artisan’s [Armor] of What? What Suffix would be worth losing 30% of Enigma’s stats for?

Nobody would make this item. Though Runewords in magical items/uniques/sets would be interesting, but honestly probably too powerful. It would have to be limited in some way, but 1/3 stats doesn’t work.
