I have only ever used Act1 Merc’s (since 2000 -on and off the game, sometimes years-) however played pretty steady (essentially, daily) since D2R released ~2 years ago.
I’ve never paid much attention to her LL, as, it’s never been an issue… ever.
I have watched her health bar take hits and fill on it’s own… if she gets below 1/2 health bar I consider throwing a potion her way… if it gets below a 1/4 I really consider it… most times, the next time I check on her she’s on her way back to filling the bar… Now, the odd time she gets down to a red-sliver of life (Hydra’s and Succubus can eat her lunch), I throw her a potion(s).
I also find it interesting the thread you linked had 1 guy say LL is an issue, and the other guy say it is not… -end- Not very conclusive.
Not sure how you are using your Act1 Merc, but, they are delicate and need protected.
If your focus is not on keeping them alive, then, you are playing them -in my experience- wrong.
You have to continuously monitor her, break off your attacks/mission and retreat to save/protect her… She’s a heck of a back-up when used correctly… But if you are playing her in such a manner that allows her to get hit often then you’ve got it all wrong.
Which - is why I prefer the Act1 Cold Merc… she can at least slow/freeze her attackers giving me time to get back and clear a path.

a really cheap solution to increase damage so that your mercs life leech actually produces something worthwhile would be cheap and easy runeword like Harmony:
… Throw this into a decent bow and you have:
Bow damage
+174-489 dam
+200-275% ED
…NOW, your 5% hat does some good!
Some honorable mentions for runeword bows: [cheap, easy, effective]
Melody
Zephyr [for very low level bow mercs]
Armor: low level fix for health: Myth … +10 life regen
***There are options out there … just might not be the options that you want or desire.

What did you test? How? What equip, difficulty, what skills?, against whom?..
Act 1 rogue merc. With life leech gear.

This say absolutly nothing tho about conditions of test.
The kind of information that would be needed is:
I took my A1 merc out to see what I can tell.
The red ball of leech shows every time she hits. The life indicator does not update, but that doesn’t tell you much as generally all info you get on the merc is ‘delayed’. Even when I toss her a pot you don’t see the life increase like you do when you have a pot, you just see an ‘update’ every few seconds on their life.
So I can’t really tell if there is a bug or not. Visually she is leeching, as we don’t get ‘real time’ updates on the life of the mercs I don’t think you can test this unless you want to calculate how much life they get in regen, then take the update numbers and do the math. Sorry I’m not that bored today.
I will say there is no real need to put leech on the Rouge, I had none and she does just fine with her regen. She should not be tanking and she does a relatively decent job of staying back provided you aren’t telly’ing into a pack of monsters.

Do you know how many bugs/glitches/etc that are in the game that have been there for 20 years? Don’t plan on it getting fixed anytime soon, lol.
That’s why there are work arounds.
My IK WW Barb uses an act 1 merc and she has no probs staying alive …
Melee, good point, I would like to add, I only play melee characters as well… and as noted above, Paige, Aliza, Amplisa and Floria have no issues with regenerating, staying alive…
Paige has +7 replenish… 0% life leach.
Aliza has +7 replenish… 9% life leach.
Amplisa has +7 replenish… 10% life leach.
Floria has +7 replenish… 10% life leach.
They all have decent IAS and ED.
