Here’s what support sent me on the offline stash issue (it’s pathetic):

First, thank you for your patience at this time. As you can imagine, we’ve had a lot of people reaching out to us for this newly released game, and we’ve been doing what we can to get back to people as soon as possible.
Our Diablo II Resurrected team are closely monitoring a number of issues, some of which you can find on the forum post over here: Diablo II: Resurrected - 9.24 Update
In the case of bugs, the best place to report these (especially for console!) is the Bug Report forums here: Bug Report - Diablo 2 Resurrected Forums
Customer Support does not have any access to console accounts, as these are specific to the platform you play on. However, the more details you can provide to our dev team on what you’ve experiencd, the sooner they can get this addressed. This is one issue they’ve been making changes to address, so if you still have no stash access, let them know here ASAP.
