Any development done to this would be welcome. Maybe spend a little time on a patch, but then sell some of us extra stash tabs to pay for the patch work.
Some druid tweaks I would love.
Synergies between werewolf and dire wolf skills. Wolves buff werewolf, werewolf buffs companions.
Synergies between werebear and summon grizzly. Same as above.
Double all Spirit’s life so they can survive a hit in hell.
Add +1 max damage per point in lycanthropy.

Raven deal additional magic damage
Dire deal additional fire
Spirit deal additional cold
Grizly deals shockwave(physical)
Type skills are synergies to other skills of same type
Thus all minion skills buff eachother
And for example stuff like dire wolf gets buffed by other fire skill, so fire claw, molten boulder, firestorm, etc
Pretty fun to play when you try to mix and match single, double and triple synergies
I’m sure some people would pay for new features but skill balancing doesn’t work that way. Unless it’s applied universal, people who pay for it would have to play separately than those who did not. Though yeah, I guess they could put up a go fund me type thing where people could contribute towards a goal amount to make a new patch for skill balancing. Don’t see them ever doing that though.
In general, synergies squeeze the game into a small box. All classes need them pruned on a majority of their skills. The only real exception is barb, who doesn’t have hardly any synergies at all. They did, however, completely ruin WW, so that very accommodating build is just dead now. All they have to do is revert being affected by frozen and decrep in WW, but I guess WW had to die, of all things.
You either make it stack, which is complicated coding and potentially hard for the server calculations

Which means each time you poison an enemy it becomes stronger
Meaning not instance of poison is lost
The OP was talking about paying for it via the implementation of paid stash tabs. In which case, countless D2R players would buy extra stash tabs, and Blizzard would make money off of D2R again.
This is an idea I 100% support, and have always supported. D2R needs more stash tabs.
I wish I had a single stash tab. I have a single 6x4 stash. Would they make money selling extra stash tabs? Probably. However, they would have to hire people to develop adding extra tabs after paying. This is money they would rather see invested in D4 which will have significantly higher return. That’s why I only see it happening if it’s pre-paid somehow.

I’m not saying your “balance” ideas are bad per say, but no balance change will ever be worth paying blizzard.
also, damage for werewolf and wearbear are both fine, id rather have some resists from lycanthory as 2 handed weps like “reapers toll” or “edeath decapitator”
dont do you resist any favors because you lose the shield slot
as for balance… changes here is what i would do
either fix feral’s tooltip to match the skill or change the skill to match the tooltip
have werewolf/bear pick w/e is faster from the LOD calculation IAS weapon only attack and the current D2R ias form every source calculation
makes fire claws deal at least SOME % weapon damage ( idk maybe 10-25% and then add flat fire damage)
make rabies synergize with dire wolf and cap its duration at somewhere between 4-6 seconds (same total damage, ( obviously this increases damage per tick)
completely rework spirit of the barbs into a conviction like aura but for - physical and - posion
Also, I was only throwing out ideas. Mainly for levelling… the gear dependence is difficult going through nightmare/early hell SSF.
Melee skills (for all classes) should get some sort of flat damage or max damage buff to help the levelling process. Plus it wouldn’t throw werebears or werewolves over the top to clear players 8 content in the endgame.
You are saying that the only buff druids need, is teleport in shapeshift-forms. But we are many others who would like to see other changes before that.
