Hustle is just so weak
first is level 39 for 40 ias is got nothing mind blowing
just in comparison level 31 you are allow to put 4 x15% ias jewel inside a white armor for a total of 60 ias
40 is so underwhelming for a level 39 new runeword , 50% stamina is so useless , compare to put a 100% to 180% %def , or 10% dr ,
the armor have some potential sadly all ruine , because no def% no dr% no ed%
and are ruine with useless stats with 50% stamina and the useless 20% faster hit recovery , ( faster hit recovery) become useless from the time the dev break this core mechanic with they new change
Aha, and what does it cost? Nothing.
Also, you do not mention the other useful stats. Your 60 IAS armor got nothig more.

the 60 ias is the most important stats because this traselate too more damage and more option to use slower weapon , what you call ( more) is just useless stats that dont traselate to damage , btw i speak about level 31 jewel armor level 31 , not 39 . sure later you are able to find a Jeweler’s of the Whale from the npc , jewel 15%ias are also cheap
Ahh, nothing like a good dose of charley222 complaints for a ladder send-off, with nothing ever good to say about the game. Probably loads more negativity to come.

you have 0 gaming expetation and are happy with nothing because you are a casual fan blind boy , for sure is not with player like you , the game will have improvement , because you have any feedback for improvement ,
in life you have sheep buying a brand name only because is the brand name and not for the quality that build and make the brand name ,

This runeword was not created with the porpuse of beeing some meta changeing miracle. It’s a filler, a steping stone in leveling, nothing more.

mean useless . because mid level runeword are around 5% of the total level up experience , but what you saying is not true, because you have some low level item are still very usefull high level , and a lot lower of level 39 , * Spirit level 25 ect, ,good design item always find a way to be usefull
I mean i would change my Stealth for this on a melee character. Mostly on a secondary character, that i have farmed stuff for with my primary char. It would be a short lived change, but at least it’s something, for basicly nothing.
The armor is fine theres more to the game then attack speed
i expect abit better from you , now your argument is a comparison with a level 17 runeword

sadly the version of Stealth for melee is level 39 compare just to make a version level 17 with 25 ias
melee just have garbage item in this game compare catser
If the all res. would be atleast 30, i could say it would worth sticking to it longer. And if you look at the stats it’s only real porpuse is to give melee more speed, and a bit surviveability while runing, to get into melee range. And if you equip both weapon and armor, a physical bowa on a budget could be happy with it. Or you can put two weapons and the armour on a barb and get insane IAS early. I’m shure someone will find it’s use.

you just say it , look this game need usefull item and more for new season , that is the point for playing a new season , not item that have minimal impact , and he dont really need , that what i`m saying

most of my game i play to a very high level
all i know about eso all big player and big name drop the game fang rush ect…
and the population go down , from day 1 cyrodiil map is unplayable for pvp and the server run like a 1980 server , your a

I’m not deffending the runeword for shure, i just trying to think of uses, and i’m more going towards, that maybe both armor and weapon Hustle should be worn togeather, to show some pontental. But they both could have more beef in them. A buff could do no harm for shure.

simple the purpose of a armor is to give more defence , sadly this runeword have any def% or damage reduction , something level 39 item have around 180%ed def or a Shaftstop have around 30% dr , not saying i want 30% dr , but maybe 15% this will not be bad 
. so i will be able to use a gaze and String of Ears also this will help melee again the last shunder melee charm penality
True. Damage reduction or ED is crucial on an armor.
