I had same issue. 99% utilization as well.
Cap the frames in Graphics settings. I would recommend capping at 60 and gradually increase while monitoring performance. I capped mine at 60 since I don´t really feel a game like D2 benefits from 120 or such FPSs.
My GTX 1080Ti will hammer for 80% to 100% usage if I’m at 120 FPS. If I drop it to 60 fps in game, the usage goes down to 0% to 5%. (Grassy areas in Act 1)
I get about 75 FPS on high settings with my 2060. About 50 C. Definitely cap your FPS.

Target FPS is for DSR.
The framerate target option automatically reduces the game scaling and increases the sharpness if your FPS drop below the target number in order to keep the FPS at the target number.
GPU usage being at 100% is not a problem, as long as your temp’s is within reason and the game behaves alright. GPU’s are designed to be at full load. Look at it, like your getting your moneys worth of performance. If your card is running at 90-100% and temp’s are too high, it is a good indicator, that you need to look at your cooling.
No, them running at 100% is not a problem… In the short term. However if you want your card to last longer than a year or two, then it is a problem.
Thats why letting your card run uncapped for normal gameplay is a bad idea. Uncapping it for benchmarking or just to see how many FPS it CAN do is fine.

I have a top of the line Pc and the loading times are crazy, game crashes nonstop, GPU is loud and hot, etc etc etc
I’ve pumped all the settings to the highest and running it on 1080p, but I capped my FPS to 60.

Of course it’s a problem that the game is not performing like a Release should.
You can take pretty much any other game, play them on Ultra settings and the gpu utilisation won’t come close to what D2:R does. Stop making excuses for a billion dollar company.
You have to mess around with the in game settings and maybe your graphics card settings too. With a bit of fine tuning you get good frames nice graphics and more reasonable temperatures.
There is also a driver nvidia released just before the game went live with stuff on it for d2r
Most important to cap your fps though I think that’s what was causing the crazy stuff with nice gcrads like yours iirc. There was a lot of talk about this on the forum during and after the early access check back into the old postings if you need more information.

Is the game poorly optimized? Sure is if you ask me. But that has nothing to do with, if 100% usage is good or bad. Modern day GPU’s are build to run at max performance. And if your running a game at max settings, that should max out your GPU, but doesn’t, you have a bottleneck elsewhere.
Every GPU is made to run at max performance… When needed. Every GPU will die more quickly if ran at 100% usage AT ALL TIMES. Ask any crypto miner. :o
Keep your vsync/gsync/freesync on folks, your graphics card will live longer.
Sorry mate, that’s simply not true. GPU usage during gaming or other heavy load, like video editing etc. is very normal for modern GPU’s. As long as your temp’s are fine.

Yes, usage is highly contextual. During gaming it is fine. Not doing anything, and it still shows load, you have a problem.

You’re basically saying there’s nothing wrong with the game because utilising 100% of your gpu is no problem.
