D2R doesn't launch

This is a followup to my previous post that was ignored:

D2R does not launch (NVSDK_NGX_D3D12_Init failed?)

I was able to play D2R for very short period after the release, but at certain point it stopped working properly. I tried to post here but without any success, I gave up. I would like to give another shot. The behavior changes with different updates. Sometimes, I was able to run at least the initial animation with immediate crash after that. The issue is that I’m not able to launch the game. I can see black game window for few seconds. The blz-log is empty. I updated the driver and uninstall several programs, but it didn’t help at all.
