I also tried a lot of stuff today to reinstall my battle.net app like flushing dns, clearing registry, changing internet connection… I found out I was able to install the chinese client though and wrote a little guide how to change its region and language here: Hotfix for Agent not installing

downloading and installing a chinese version works for everyone in the other thread that offers a workaround/hotfix. Afterwards the region and language need to be adressed but thats it.

thx, battle.net app installed and config modified to use EU locale, but Diablo update is still not working

It’s not that it does not work completely. It tries and tries, and is timeouting and occassionaly it get one little bit of it’s download. Those timeouts take time. Clean install and the first part, Agent download - 50 minutes… After next 30 I am reaching ONE percent of install of client itself.
I just don’t get why to use http, and if http, why it’s disabled on that 137.221.64.0 range.

D3 update will be the same - trying to download from unreacheble http on that range.
