I am trying to get my phone number off my other account. When I try to send a pic of my ID, the page shows up as the site couldn’t be reached.

There is currently an issue with the Support site that they are working on. It was mentioned this morning on the WoW Customer Support forum.
The Support team handles all Blizzard games and services so that info applies to your ticket problem as well.
Blizz has not mentioned when it will be back up.
