So basicly that, can we buy the scorching heroic package on pre-patch and create the character to already play on pre patch?

If you have a question about WoW, you can try the WoW forums. The Customer Support forum serves as an Information Desk to help folks navigate the Support system, explain policies, explain services, etc.
They MIGHT be able to answer your question about currently available shop purchases. They won’t be able to tell you anything about future sales or promotions though.
