This week I opened all the doors on the first 2 floors and there is no lift or anyway to get to the third floor. Just a rope to the second story and none of the rooms contain anything that will get me up there.
Check that there is not a box of scrolls on the second floor. I think I usually find it one door to the left of the door at the top of the north side rope, in any Vault that does not have a Lift. It is a very inconvenient way to get around, but you can use the scrolls to teleport randomly until you reach a new floor, then click off the scroll buff and use your wind potion to get to the rest of that floor, then go back for the scrolls again to do the last floor too.

There are, as far as I know, many ways to get to the higher levels.
- Rocket
- Random teleport scroll
- Bubble lift

Also, there is a gateway that you can repair that’ll teleport you to a random door.

Sometimes there is a vial that will allow you to jump higher, from floor to floor.
