You did the rock quest? Did you click on the symbol on the pillar after the last pile of rubble?
Btw I managed to get up there with Shadowstep and Gliders…

I’m unable to get the Primus Locus Arrangement. I can’t see the Rune to get to the Interior Locus.
you need to go around and interact with the runes to unlock the next part since youre bugged. your friend with flying will need to help again
Seems like I only broke the first portal, I was able to continue the quest after that.
Now I can fly!
exact same. we will see how long this takes to fix.
im having the same thing… no quests available after i did between A ROCK AND A ROCK
Yep… also stuck because I grabbed the first rune openly available on the wall weeks ago. Now I am unable to “grab the first rune and teleport to the Primus location”
I can go outside and collect the next 5 but cannot enter the room for the 2nd rune.
how did you access the room to the Primus rune with the broken portal? I do not have the “flight point” in the primus rune despite picking up the first one (the interior locus)
I went around outside and grabbed all the other runes but im stuck at 6/7 runes because I cannot teleport into the 2nd room.
Not sure, after I managed to pick up the Between a rock quest by jumping and gliding around, I was able to finish up to flying.
I had a couple of Locus FPs already opened, and SaeZarah pocopoc disappeared and so did the quest and the sigils. I did a relog (complete) and Battle Net did an update (quite a big one). I made a cup of tea and when I came back all fixed. Please note, won’t work with coffee, tea only

One day down and still no fix that I’ve found. This is terrible hope to see good news in the morning/resset…
I also explored this area early and I can’t continue the quest line 
“We have received multiple reports of this issue and are currently investigating it. Currently, we do not have a workaround or resolution that can be provided.”

I had this issue and figured it out. The problem was created by my bypassing the Primus Locus flight paths with my warrior jump and gliders. The fix I found was that I had to discover all of the runes/flight paths. Until I did that, Pocopoc would not give me the next quest, which made it so I was able to finish the flying quest line.
Day 3 and i still hasn’t been fixed. Players are finding tricks to get it to work. But we all seem to be stuck at a different point from what I’m seeing. With chapter 6 stuck my fear is Chapter 7 will be unobtainable thus locking us out of the Unity Legendary.
This will put many behind in raid performance so good luck not being sat in the coming weeks as this bug contines.
Well it’s 23 days since the last post and I have since encountered this bug. Ascended all the way to Ultimus but cannot complete the Primus Cypher. Did the rock smashing part which I assume is the Primus but didnt complete somehow. Primus cypher nowhere to be seen and the taxi crystal unusable… clearly hasn’t been fixed. 
Also encountered above. Also a bug for submitting a bug in-game. Cool.
Fix:
- Get a buddy who has completed the questline
- Duel near the right hand closed door on the upper ramp of Gravid Repose
- Lose and quickly jump off the ramp to die near the door
- Have your friend port to the first level of Gravid Repose using the Translocator
- Get them to Mass rezz
- Party Sync quests
- Should be able to complete the quest!
