Zidormi does not show me an option to switch back to Old Undercity.
Can you switch it at all?
I’ve had to turn it off and on a few times to get it to work properly at times.
She didn’t offer any options. I thought it was just bugged because it worked on my main. I didn’t finish the questline that takes you to Shadowlands.

Very few of my characters have done anything with Shadowlands, and none of my undead characters above level 50 can go anyhwhere near Undercity without it phasing to the destroyed/plaqued version. But the larger issue is that Zidormi isn’t present at all.
You might have to do this quest line
