Zidormi is not present in Tirisfal Glades for my evoker, so can not start the Pilgrim’s Bounty quest on my Evoker, as it is stuck in the post Battle of Lordaeron phase.
Zidormi is present for my other characters/classes.
I’m on my Horde Evoker and I cannot see Zidormi in Tirisfal Glades.
Still affecting Evokers. Seasonal events requiring access to Brill or the Undercity are not possible.

I’m on my 61 Rogue, also missing. I get the destroyed Undercity/Gas Cloud version.

Had this problem on my Vulpera. You have to do the intro quest for BFA on every character. For Horde, for example. You pick that up from the guard at the warchief’s board. You meet with Nathanos, then over to the Inn to meet your team. If you have done the entire thing on one char, when offered the drink, click on Nathanos again and chose the option that you’ve done it before so you can skip much of it and be transported directly to Zandalar. Click on Nathanos at the docs and then Talanji to follow the questline. The questline takes only a few minutes to complete to get to the Mission Command Table.
Once there, click on Talanji to complete the intro, take the portal back to Orgrimar, go to the zep landings. Click on the Undercity link and you will be transported right next to Zidormi.

The quest Eyes of the Wolf in Oribos is the fix for this.
