4/29/21 Still bugged. But Blizzard assures me that developers are “busily working to correct this”, so that makes everything better, I guess.

April 30th 2020. The guy is still bugged… months and the problem not resolved? Random world quest would be fine but a covenant campaign quest? I can’t seem to progress through the story line without. A week or two i get it but Months… that not right Blizzard.

Zel’han is still bugged …does not seem to be any resolution … how on earth are we supposed to finish our campaign?
So until it is fixed, which is apparently in your next life. If you turn War Mode ON it works.
