Zekvir's Lair - Tier Menu broken, can't enter delve

I have the quest “Zekvir, Hand of the Harbinger” so I went to the delve.

Clicking on the entrance, I’m shown the popup with the tier selector.
The tier menu contains two items - just two:

  • Tier ?
  • Tier ??

And you can’t select either one nor can you enter the delve. Even with add-ons disabled.

There are unlock requirements for this, although I don’t know if it’s made clear anywhere in the game. In order to unlock Tier ?, you need to complete a tier 8 delve with lives remaining. To unlock Tier ??, you need to complete a tier 10 delve with lives remaining.
