Can someone please tell me how to start this?
You can pick up the starter quest for BfA from the Herald NPC standing next to the Hero’s Call/Warchief’s Command board. Some of the War Campaign quests require 60 right now to complete.
Sadly the Herald doesn’t have any quests for me.
In that case, there are two possibilties I can think of.

You’ve already done some BfA quests and will need to figure out where you left off. Wowhead’s quest completion tracker might be useful to see what the character has done. Make sure that trivial quest tracking is on. While BfA now (mostly) scales to 60, some stuff is weird and it will make sure you don’t miss stuff. Check the world map for big “!” icons which will mark where you have available quests.

Blizzard broke something. I did manage to find a level 60 character I haven’t done BfA on, and they could see the quest on the herald (and I’ve also seen it on lower characters.) So, it looks like it’s working okay, but I haven’t tried on a Dracthyr.
