Why can’t this be used in rated play? Dracthyr glide is now available to multiple classes yet a 10minute cooldown glide for Zandalari is disabled?

I understand the 50% nerf and cd increase by making it castable with DoTs on you. But, this is worse for paladins who could immune dmg w/ bubble and recover full hp. I feel like this needs to offer something else to make the 3min cd justified. Perhaps recovering 10% mana over the duration?
Y’know this is actually a good point… Didn’t realize it was disabled in rated since I don’t have a Zandalari Troll, but I’m surprised it’s disabled in rated PvP when Dracthyr can just glide lol.
They should just allow it to scale with haste in my opinion. Also, allow Hunters to cast it while in Aspect of the Turtle.
Feels like a bug because Aspect of the Turtle states we just can’t attack while it’s active, and allows us to throw traps and even allow Survival Hunters to cast Mending Bandage. Yet I can’t cast Regeneratin’? Awful really.
Correction: this is actually a 15 minute cooldown. Disabled in PvP while a whole race, Dracthyr, has usable wings.
Its a clunky design. They should make it one global, regen 30% of your hp over 3s, nothing cancels it. 3 min cd. It would be a similar power to Draenei at that point.
