Due to phasing regarding the introduction to BFA and the fact Zandalari trolls skip that automatically, they always have the Valley of Strength inn (“The Broken Tusk”) occupied by Nathanos, Rokhan, and First Arcanist Thalyssra in a phase that would normally lead to the introduction to BFA.
As a result, I cannot do anything in said inn for any quests involving its interior (i.e. The Hallow’s End candy bucket).

WORK-AROUND SOLUTION:
I used level sync to join someone who had the introduction to BFA started, and then I was able to take the quest Stormwind Extraction, complete it, and hand it in while synced.
Even after ending the sync, the Broken Tusk had returned to its default phase, (lacking BFA introductory NPCs).
