For Horde that is in Newhome. It is an item that let players craft raid level gear at the time so it requires a bit of questing to open up.

There is a Horde version in Newhome. You need some kind of currency from the eternal palace raid. It’s not really worth borhering with now. You’ll get a void focus quest to do in the chamber of hearts after.
To get the last two skill points, just wait until there’s a tailoring world quest. Just two of those then done.
