I have met the requirements on my horde toon and on the map it shows the quest is available but the quest giver is not present. I have relogged and left the area multiple times but still does not spawn the quest giver.

This is my horde and yes Completed **Zandalar Forever! and Revered.
Do you have any quests or world quests that are phasing the area?
The quest giver is suppose be by the scouting map (so I assume you don’t have a horde to know which quest I am referring about) , so no there isn’t any wq there . Also I have no other quests in my log.
I am having the exact same problem. I am completely caught up on the war campaign and as soon as I completed “Zandalar Forever!” the ! showed up on the map for this quest - But Rokhan is not there. (I am paragon rep with Zandalari Empire, as well.)
I am also experiencing this issue. The quest is supposed to start from Rokhan but he appears to be missing entirely from the Great Seal/Zuldazar

I am having the same issue on my horde just had the quest show up on map, but Rohkhan is not there.
