You cannot enter a heroic dungeon or a raid while in chromie time. It’s always been this way. The error message about “must be level 73”? That’s been reported and they apparently can’t be bothered fixing it, even if it looks like extreme incompetence on their part.

What it means is that they decided to put timewalking dungeons in the dungeon finder for eligible characters in chromie time, but didn’t change the interlock that prevents those characters from entering the dungeon. You are invited to queue, you queue, your queue pops, and you are bounced out with a 15 minute cooldown to teach you that you should never trust anything in the game. Because a normal dungeon would have given you more xp than sitting around doing nothing while you wait.

Now multiply this by every player who sees that and attempts to queue.

Dont be in chromie time, be level 35, be ilvl 90. Thats the tw reqs.
