All these posts implying Blizzard created the problem and now have to “fix it” must assume Blizzard is a miracle worker.
If majority of the PvP realms are horde leaning and majority of the PvP oriented players went horde, how exactly is Blizzard supposed to fix that without drastically changing the game?

This is the crux of the matter.
Blizzard have tried to bandaid a similar problem they encountered with Warmode outcomes in retail. They decided to provide some incentives for the “overwhelmed” faction to get back into the wpvp.
Here, with Blizzard seemingly firmly aligned with “no changes”, they can only open up transfers so that players can make their own decisions on potentially transferring either realm or faction.
