I think this is optimistic. You take away metrics by which to improve group success and there will be a point at which people won’t even try anymore unless it’s with people they already know, such as guildies or dedicated groups.
As far as this specific idea of ‘quashing’ min maxers for some reason. There being less M+ optimised people doesn’t change the fact there are still going to be people optimised for M+. This is likely to lead to more exclusion if anything, and that will trickle down and permeate all keystone levels as it has done in BFA and legion.
