I am playing on my warrior that I used my Dragonflight level 60 boost on. I have been able to run a layer 1 in Torghast, but everytime I try and run any of the other layers I have unlocked it gives me that error message.

What Shadowlands progression has that character done? I don’t know for sure what is going on because they changed everything and didn’t really explain what they did, but I imagine you need to have chosen a covenant, done the initial covenant quests, then returned to Oribos and spoken to Bolvar (and taken his skip if available) to get Torghast rolling properly.
It is likely letting you run layer 1s because it sees that character as “still leveling in SL” even though it is 60, if it hasn’t started any SL endgame.
I am actually doing this right now as a lot of links I checked out mentioned doing this quest called A Paladin’s Soul.
