Not sure if left purposefully intentional since you cannot go through the portal but no matter what level you are, you can use your Delve-O-Bot 7001 and get straight to TWW. I just replicated this with a level 23 druid and landed at the Sinkhole in Hallowfall. That’s an in-road to level boost for sure.
