Why is there a level requirement on this when players can go to SL at level 10?

what wariya said an they did the bare minmium for sl bc u are still railroaded into bfa. they want to pretend sl doesnt exist so ya wasnt gonna be a perfect transition there but f shadowlands lol
So people don’t make loads of throwaway characters for easy 4k anima.
There is a method to their madness you just have to think outside the box. Also plus it would be an annoyance to code. Like can you make a tier 3 garrison at level 10?
If you had the blueprints, supplies, and gold you can get a t3 Garrison very easily by level 20-30.
Just build a Lumber Mill and kill rares while questing.
Besides what does 4k anima even matter? The character still has to actually unlock the covenant selection which requires going through all 4 zones + the maw anyway. Not to mention that it’s old content.
There’s no reason to level gate it, when it’s meant to speed up a Covenant on an alt, when players can choose to timewalk into it to level their alts.
