I think tanks and healers are pretty well balanced this season (DPS balance is another story though). You see a good mixture of tanks and healers getting high keys done.
Nevertheless, meta will always be meta for the pug scene. If you want to push high keys as a non-meta spec, it is pretty much required that you have a group.
