The were planning on making a formal treaty in Cycle of Hatred. But that fell though after some Legion shinanigans.
Hence why Varian went to Theramore at all so that the Alliance(which included Theramore) could have tried for a formal peace treaty with the Horde.
Because some people still enjoy factions. That doesn’t mean things can’t be cross-faction like some quests and instances. But anyone wanting to be neutral should have their own cities and quests. It should remain completely optional.
Blood Elves shouldn’t even be in the Horde.

I was told by a few people in M+ “Why don’t you at least raid heroic, you are more then good enough” Told them i don’t want the stress or the time restraint XD But, you make it sound like Mythic raids are insanely difficult.
They didn’t evacuate anyone from Theramore. Horde players should know, we were there in the Theramore scenario and we could see all the townsfolk firsthand! Not only was there no evacuation, the entire town was under siege.
Oh, right, I forgot that charming bit of Garrosh lore.
But, fair’s fair, he also tortured the Darkspears and goblins he caught to death. Unlike us, Garrosh knew no faction bias - he was also a monster to the Horde!

Gilneas was a closed off city like Suramar and we do not get any amenities there. It was not a capitol city.
You will likely get instances of Silvermoon areas that aren’t really the main thing, like you did with Brill and UC. Which Gilneas was the trade off for.
