When I got mine, it said the quest only came up every 6 months. So, not sure if they changed it or not.
I have been looking for a couple years. I thought it was one to purchase like the celestrial steed. I have. I’ll keep looking.

According to the comments on the page I linked above, it does say that so my memory is incorrect. It appears that the next time it will be available is February 8th, 2023. So anyone who wants it should pick up Legion Archaeology and mark their calendars.
I assume this is the one you’re talking about. Can’t get this anymore.
